<p>There's been a lot of of offline discussion about what the PHC
workflow is really supposed to look like. Here is one guess based on
some discussion:</p>

<p>This is assuming the following skin behaviors:
</p><ul>
<li>
<b>Default Plone workflow</b> governs a Help Center folder, and its folderish items.
</li>
<li>
<b>PHC workflow</b> governs non-folderish items contained in Help Center folderish items.
</li>
<li>
Members can create in-progress items.
</li>
<li>
Owners can list in-progress items.
</li>
<li>
Owners and Managers can edit in-progress and published items.
</li>
<li>
Pending items cannot be editted.
</li>
<li>
Owners and Managers can delete obsolete items.
</li>
<li>
The AT-Ratings tool can mark published items.
</li>
</ul>
